How about a plugin that is a relative timer per login. Not a calendar:hours:minutes:seconds clock, but a countdown timer that is set for each login. When a busy thread gets new messages, they all go out after a delay, not one at a time. If the delay was 7 minutes, the messages would trigger emails at 7 minutes for most short conversations, and when messages keep being generated rapid fire, the countdown keeps getting reset so no emails go out until it dies down.
