The reason posts are stored as RSS files (.rss, not .css) in the places they are is because of how the forum’s URLs work. You can take any URL, add the .rss extension, and get access to a feed for that topic.
If you are really concerned about it you could make some subforums, those are subdirectories, and only allow people to post in those.
Is it really impractical to keep the root folder clean by adding the exception of storing all non-subforum feeds in a "main" folder?
